Mourning poster issued by Fatah/Al-Aqsa Martyrs Brigades for Ahmad and Mahmoud Radwan (Nos. 257 and 258 in the table), both described as jihad fighters killed while “attacking the vehicles of the Zionist enemy” (fateh1965.blogspot.com)

SUMMARY OF FACTUAL NARRATIVE

Munther Radwan was a terror operative combatant, a Qassami, a Hamas soldier, an Izz al-Din al-Qassam Brigades terror operative combatant.
Munther and Bilal Radwan, cousins, were installing an IED in an Israeli military vehicle when they were targeted and killed by a missile fired from a drone.
Bilal Radwan was holding the IED detonator in his hand when he was killed along with his cousin, Munther Radwan.
Bilal Radwan was a terror operative combatant.
Ahmad and Mahmoud Radwan, brothers, were al-Aqsa Martyrs’ Brigades terror operative combatants.
●The brothers were killed while “attacking the vehicles of the Zionist enemy”.

ANALYSIS

●Mahmoud and Ahmad Fawzi Radwan, brothers, were killed when they were attempting to place IEDs on Israeli military vehicles, killed while “attacking the vehicles of the Zionist enemy”. They were not killed trying to rescue Munther and Bilal Radwan. This is documented in the mourning poster issued by the al-Aqsa Martyrs’ Brigades. And it is corroborated by Munther Radwan’s al-Qassam Brigades webpage, there is no mention of any rescue attempt.
●The B’Tselem narrative that Munther Radwan “did not participate in hostilities”, is patently false.
●The B’Tselem narrative that Bilal Radwan “did not participate in hostilities”, is patently false.
●Bilal and Munther Radwan were not injured “near a house”, they were killed attempting to attach an IED to an Israeli military vehicle. They were killed “near” an Israeli military vehicle.
●Munther and Bilal were not killed (injured) “by a previous missile near a house”,“while they were standing on the street”. A combatant does not stand on a street while attaching an IED to a military vehicle.

In the month of December, 2018, an essay appeared on the academia.edu web-platform, “B’Tselem and its Flawed Data, Human Rights NGO or Something Else, An Analysis“. The essay included an analysis of 21 martyred Palestinians that B’Tselem falsely represented as innocent civilians. The B’Tselem narrative stated that they “did not participate in hostilities“. In reality, all 21 were Hamas terror operative combatants. Munther Radwan was one of the 21 that B’Tselem untruthfully represented as a non-combatant. Mahmoud and Ahmad Radwan were identified correctly as combatants but the narrative that described their activities at the time of their deaths was falsified and their terror organization affiliation was missing. Bilal Radwan was identified as a non-combatant and he was not affiliated with the al-Qassam Brigades, but he was in fact, a combatant, assisting his brother Munther placing IEDs on Israeli vehicles, when he was killed.

After the 2018 essay appeared on line and the truth about B’Tselem’s database was revealed , the NGO had no choice but to modify the narratives of these terror operatives, to reflect what the essay had revealed. And while this is true, the narratives still contain significant false statements consistent with B’Tselem’s agenda, representing Palestinian terror operative combatants as victims.

SUMMARY OF FACTUAL NARRATIVES

Mahmoud and Ahmad Fawzi Radwan, brothers, were killed while “attacking the vehicles of the Zionist enemy”.
●Both Radwan cousins, Munther and Bilal, were terror operative combatants, Munther was affiliated with the Izz al-Din al-Qassam Brigades.
●Both Radwan cousins, Munther and Bilal, were killed together while engaged in combat, placing an IED on an Israeli military vehicle.
Bilal Radwan had the IED’s detonator in his hand when killed.

●The B’Tselem narrative that Bilal Radwan “did not participate in hostilities”, is patently false.
●Bilal Radwan was not ”injured on a street” and killed. He was killed attempting to attach an IED to an Israeli military vehicle. He was killed near an Israeli military vehicle which was on the street.
●Munzer Radwan who was “engaged in combative activity on a street”, had a cousin, Bilal Radwan, who was also “engaged in combative activity on a street”. Bilal was not innocently “on the street” when killed, as B’Tselem states.

THE SIGNIFICANCE OF THE TWO SETS OF FALSE NARRATIVES

TWO SETS OF FALSE NARRATIVES CONTRASTED:

●B’Tselem’s first set of narratives, pre-essay release, had Munther Radwan standing in the street when killed, stating that he “did not participate in hostilities”.
●B’Tselem’s second set of narratives, post-essay release, had Munther “engaged in combat activity on a street….”, stating that he “participated in hostilities member of the military wing of Hamas.”

●B’Tselem’s first set of narratives, pre-essay release, had Bilal Radwan “injured along with his cousin near a house”.
●B’Tselem’s second set of narratives, post-essay release, had Bilal Radwan “injured on a street … with a cousin … a Hamas military branch operative who was engaged in combative activity.”

●B’Tselem’s first set of narratives, pre-essay release, had Mahmoud and Ahmad Fawzi Radwan rescuing two people who were “hit by a missile near a house”.
●B’Tselem’s second set of narratives, post-essay release, had the Radwan brothers rescuing two members of the Radwan family “who had been injured by a missile fired shortly before.”

THE SIGNIFICANCE:

The changes to the Radwan narratives would suggest that B’Tselem was always aware of the truthful facts relative to the Radwan incident. The changes in the two sets of narratives involved more than Munther’s affiliation with the al-Qassam Brigades. The changes reveal a prior knowledge of the incident’s details.

B’Tselem changed standing in the street to combative activity on a street. Injured near a house became injured with a Hamas operative engaged in combat. And hit by a missile near a house became injured by a missile fired shortly before. These details are significant and B’Tselem’s knowledge of them is significant. IF B’Tselem was always aware of these details, the Radwan narratives in their database are fraudulent.

VICTIMIZATION

The B’Tselem databases create the illusion that Palestinian combatants killed by the Israeli security apparatus are victims, victims of an “occupier“. The eight Radwan database narratives are an example of this misinformation.

Mahmoud and Ahmad Fawzi Radwan, B’Tselem alleges, were killed “… while they were trying to rescue two people hit by a previous missile near a house …..”. This narrative was modified, it became killed “… as they … were trying to rescue two members of the Radwan family … injured by a missile fired shortly before.” Both database narratives are false. The Radwan brothers were targeted and killed because they were involved in placing IEDs on Israeli military vehicles.

In the original Munther Radwan database narrative, B’Tselem stated that he “did not participate in hostilities”. In the second modified version of this narrative, B’Tselem stated that he was a member of the military wing of Hamas and that he did participate in hostilities. Munther’s participation is described by B’Tselem as “… combative activity on a street ….”. This is misleading, it fails to disclose what he was doing on a street and it is a partial truth.

The Munther Radwan narrative is missing one very important material fact. Munther’s “combative activity on a street” involved placing an IED on an Israeli military vehicle. The vehicle was on a street. Munther was engaged in combative activity, an attack on an Israeli military vehicle that was on a street. A statement that contains a half truth or effectively conceals a material fact is in reality a false statement.

The Bilal Radwan database narratives, both of them, are patently false. The first narrative stated that Bilal did not participate in hostilities and that he was injured (killed) along with his cousin “near a house”. False. He did participate in hostilities and he was killed together with his cousin near an Israeli vehicle they were attempting to blow up.

The second modified Bilal database narrative stated that he was ”injured [killed] on a street with a cousin” [Munther] who was a Hamas military operative engaged in combative activity. There is no mention of what the combative activity was.

The “combative activity” was placing an IED on an Israeli military vehicle and it was Bilal who was assisting his brother, the Hamas operative, and it was Bilal who held the IED’s detonator in his hand. Bilal was clearly a combatant who participated in hostilities.

The B’Tselem database narratives conceal Bilal’s role in this incident. The nature of Munther’s combative activity in the street is also concealed. And the original Munther database narrative concealed his affiliation with Hamas. Four of the B’Tselem database narratives never reveal why the two Radwan brothers, Mahmoud and Ahmad, were targeted and killed. B’Tselem’s database narratives falsely state that they were killed because they were trying to rescue Munther and Bilal when in reality, they were actually targeted and killed because they were involved in placing IEDs on military vehicles.

When read together, the eight false database narratives strongly suggest that B’Tselem always knew what took place on that day. The eight database narratives reveal a pattern of concealment, each narrative of concealment corroborating the concealment in each of the other narratives. The eight false B’Tselem database narratives are consistent with their strategy of representing martyred Palestinian terrorists as victims.

B’Tselem states that Mahmoud and Ahmed Radwan were killed during a humanitarian operation, attempting a rescue. This narrative creates an issue of moral legitimacy, that Israel does not adhere to conventionally accepted standards of conduct. The “rescue” fabrication appears in all eight narratives, clearly defining Mahmoud and Ahmed as victims of Israel’s immoral conduct.

Munther Radwan is first represented by B’Tselem as a non-combatant, killed while standing in the street, clearly portrayed as a civilian victim of the Israeli war machine.

In a subsequent database narrative, Munther’s Hamas affiliation is revealed but the reason he was targeted and killed is concealed. B’Tselem states that he was engaged in combative activity on a street when killed but the nature of his combative activity is not revealed. The combative activity was attempting to place an IED on a military vehicle. This narrative, however, would make it difficult for B’Tselem to represent Munther as a victim therefore B’Tselem simply stated that he was engaged in combat on a street, suggesting that he was a victim of a firefight with Israeli troops.

Bilal Radwan, Munther’s cousin, B’Tselem would have readers believe was a non-combatant, suggesting that he was an innocent civilian, a victim, killed by the Israeli military. But this is patently false.

After reading Munther’s Izz al-Din al-Qassam Brigades webpage, it is discovered that Bilal accompanied his cousin Munther in his combative activity on a street and actually held the device (IED) detonator in his hand. If this was revealed by B’Tselem, Bilal could not possibly be represented as an innocent victim.

Eight false B’Tselem database narratives, four dead Radwan terror operative combatants, and according to B’Tselem, four victims of the Israeli occupation forces.

Mahmoud Fawzi Hamad Radwan, Ahmad Fawzi Hamad Radwan, Bilal Muhammad Mahmoud Radwan, Munther Nabil Mahmoud Radwan, four terror operative combatants, re-imagined by B’Tselem as victims.

While the B’Tselem databases have re-imagined Palestinian terror operative combatants as victims, the U.S. Department of Justice has identified who the truthful victims were, they closed down a Hamas fundraising scheme and will redirect the Hamas assets to the factual victims, the victims of their terrorism. The event documented below occurred in August 2020:

U.S. DEPARTMENT OF JUSTICE SEIZURE

The original Humanize Palestine website memorialized Hamas and al-Qassam Brigades terror operatives, and B’Tselem represented them as victims, Munther Nabil Mahmoud Radwan is one example.

Now the real victims have been identified. The U.S. Department of Justice has seized al-Qassam Brigades assets, funds and websites, used to finance their terror campaigns. The monies will be directed to the United States Victims of State Sponsored Terrorism Fund.
